I don't think there ever was one, but there is now: a budabot IRC module.  Yep, that's right.  Budabot can now connect and work with IRC!

The module works largely out-of-box, and connects to the Funcom IRC servers by default.  Install the module like any other (ie. extract the contents into the Modules folder of your budabot, do a !newplugins if the bot is already online [or reboot]) and /tell bot !help irc
to get details on customizing your connection settings.

So far, it shows log ons/offs. Private chat joins/leaves, and IRC join/leaves/quits. As well as the ingame !logons and char data (level, prof, etc.).
You can also do !onlineirc from ingame to see who's in irc, and just a simple !online in IRC to see who's in-game.  That's about as far as I went with the functionality.  I intended just to get the basic chat relay going (I wasn't about to re-write all of budabot's commands to work in irc -.-).  But I think you'll find what's included more than sufficient for chatting.

More (detailed) information can be found in the helpfile, and as always I welcome any feedback (contact me ingame, or make a post in the support forums [preferred]).

But without further ado: you can download it here

Thanks to idef for the coding help, and to all the various testers that pitched in.

Updated to version 0.1.1
Patched an issue with manually setting a channel to join.
